Public Competition for the Allocation of Funds for Financing NGO Projects and Programs

According to the Rules on the Content of the Public Competition for the Allocation of Funds for Financing Projects and Programs of Non-Governmental Organizations, the form and content of the application for the public competition (“Official Gazette of CG“, no. 14/18), the Commission for the Allocation of Funds for Financing Projects/Programs of Non-Governmental Organizations in the field of traffic and road safety for 2026; the Traffic Safety Indicator Measurement Report and participants' attitudes; the Study "Safety of Vulnerable Participants in Traffic in Montenegro with Proposed Measures"; the Rules on Technical Means for Child Safety in Traffic; the Law on Traffic Safety, Organization, and Efficiency of Railway Traffic; the strategic goals to be achieved through NGO projects/programs in 2026 include: Improving forms of extrainstitutional education for young primary and secondary school students; acquiring new knowledge and expanding existing knowledge regarding traffic culture and understanding and respecting traffic regulations; increasing alertness and attention of all traffic participants in accordance with the norms prescribed by the Law on Traffic Safety, which would lead to an increase in traffic culture and a significant reduction in traffic accidents. This includes young traffic participants who have recently become or will soon become drivers; awareness as a key factor in creating traffic culture, especially regarding the causal relationship between certain behaviors and traffic accidents; raising awareness about the use of seat belts, helmets, child seats, respecting traffic signs, warnings, and explicit commands. Activities of NGOs that will contribute to achieving strategic goals and meeting the needs of target groups (“acceptable activities for funding”) may focus on: Encouraging greater involvement of local community members in decision-making related to traffic issues; measuring the level of acquired knowledge through education on traffic rules and signals. The Commission for the Allocation of Funds for NGO Projects/Programs of the Ministry of Transport will publish on the ministry’s website and e-Government portal within 15 days of the competition’s end a list of NGOs that did not submit a proper and complete application, indicating the identified deficiencies related to the application.
