Ulcinj: Police identified persons who wrote offensive graffiti; prosecution process follows

Officials of the Ulcinj Security Department quickly identified individuals suspected of writing offensive graffiti on a public place based on national and religious grounds. On October 5, 2026, the Ulcinj Security Department was notified that graffiti reading "Delije 1989 Ratko Mladić" and symbols with 4S were painted at several locations within the Ulcinj municipality. Police officers responded immediately and, taking operational measures, identified two persons suspected of writing the graffiti—U.R (19) and a 17-year-old minor. The state prosecutor in the Basic Public Prosecutor's Office in Ulcinj was informed about the incident and stated that there are no elements of a criminal offense for which prosecution is initiated ex officio. The Ulcinj Security Department officers assessed that the actions of these individuals contain elements of a misdemeanor, and therefore, a request will be submitted to the Misdemeanor Court in Ulcinj to initiate misdemeanor proceedings against these two persons for violating Article 19 of the Law on Public Order and Peace—insulting by inscription in a public place based on national or religious affiliation.
