Digital Education in Schools in Europe 2026: Overcoming Differences in Teaching and Learning
As digital transformation changes all aspects of society, the question arises: how are European education systems responding to these changes? Based on data from the Eurydice network and ICILS 2023 research, this report provides insights into digital education in Europe. It examines how education systems regulate connectivity, hardware, software, interoperability, and technical support in schools. Attention is also given to digital planning at the school level and ensuring quality, highlighting how digital transformation is organized and supported. The final chapter explores frameworks for digital competencies in education and teacher professional development across Europe, pointing out main shortcomings in professional growth, as well as obstacles and attitudes regarding the use of digital technologies in teaching. Qualitative data on policies and measures were collected from the Eurydice network across 38 education systems, including 27 EU member states, Bosnia and Herzegovina, Switzerland, Iceland, Liechtenstein, Montenegro, North Macedonia, Norway, Serbia, and Turkey.
