Animal Protection Requires Joint Efforts of All Relevant Authorities and Citizens
Although the public often expects the veterinary inspection to resolve every individual case, it is important to understand that the responsibilities of different services are clearly defined by Montenegrin laws, and effective animal protection requires coordinated action of all authorities. The veterinary inspection, operating within the Food Safety, Veterinary, and Phytosanitary Affairs Administration, conducts inspections related to health and welfare of animals, identification and registration, veterinary protection, animal trade, and housing conditions in accordance with the Veterinary Law, Animal Welfare Law, and other relevant regulations. Veterinary inspectors respond to reports concerning neglect, abuse, or improper housing of animals, oversee the work of veterinary organizations and facilities, and enforce measures to protect animal and human health. Municipal inspection and police play a vital role in enforcing local decisions regarding pet ownership, stray animals, maintaining communal order, and managing shelters for abandoned animals, within the scope of local government authority. Therefore, cooperation with local administrations, municipal services, NGOs, and citizens is crucial," stated Vladimir Đaković, director of the Food Safety, Veterinary, and Phytosanitary Affairs Administration, emphasizing that animal protection cannot be the responsibility of a single institution alone. Only through mutual cooperation, responsible actions, and consistent enforcement of laws can we ensure a higher level of animal welfare and create an environment where every animal is adequately protected.
