Historic Step for the Rights of Persons with Disabilities: Montenegro Establishes Supportive Housing Service for the First Time

The establishment of a supportive housing service symbolizes a shift in approach – from a system that has been focused on institutional care for decades to a system that places the individual, their dignity, choice, and right to live as an equal member of society at its core. By doing so, Montenegro affirms its commitment to implementing the United Nations Convention on the Rights of Persons with Disabilities, especially Article 19, which guarantees the right to independent living and community inclusion. This service represents one of the most significant steps in the deinstitutionalization process and the development of a modern social and child protection system based on human rights and equal opportunities for all. Today, we send a clear message that persons with disabilities have the right to choose where and with whom they live, to be part of their community, and to realize their potential with support that respects their dignity and autonomy. The Ministry will continue to develop a network of community services and, together with local governments, service providers, organizations of persons with disabilities, and international partners, build a system where institutions will no longer be the response to disability, but support will be available where people want to live – in their community. Establishing this supportive housing service marks the beginning of a new era in realizing the rights of persons with disabilities and is a strong proof that society can be truly inclusive only when everyone has the opportunity to live with dignity, independence, and equality.
