Vuković introduced order in the gambling sector, which has not been fundamentally reformed for two decades

An amendment aims to give privileges to existing operators. While some attempt to create the illusion of decisive fight against gambling through political amendments, the Ministry of Finance, during Minister Mr. Novica Vuković's term and this government, has achieved what was not possible for over two decades – reforming the gambling sector, establishing a modern regulatory framework, strengthening inspection oversight, and demonstrating that the state can be stronger than the illegal market. Therefore, the government and the Ministry of Finance cannot support the proposed amendment setting a minimum distance of 80 meters between new betting facilities, while retaining all existing locations that do not meet this requirement. The Ministry's focus is not on measures that favor market participants but on closing loopholes for the gray economy, enhancing control mechanisms, and creating equal conditions for all legal operators. In 2023, the Gambling Inspection confiscated 40 illegal machines and terminals, mostly in hospitality venues without concessions. Coordinated actions by the Ministry of Finance and the Police Directorate took place in Podgorica, Tuzima, Nikšić, Bar, Ulcinj, Bijelo Polje, and Berane, with a zero-tolerance policy towards illegal gambling. For this reason, the Ministry of Finance will not support any reforms that create privileges but will fight for equal rights and consistent law enforcement, as it has done in the recent period.
