€50 Million Investment for Fair Energy Transition in Pljevlja

The Ministry of Energy and Mining, the responsible directorate for energy efficiency in cooperation with the World Bank, is preparing the project "Montenegro Just Energy Transition (M-JET) – Fair Energy Transition of Montenegro," aimed at developing a sustainable heating system in Pljevlja, improving air quality, and gradually decarbonizing the heating sector. The project represents one of the key initiatives for implementing a fair energy transition process in Pljevlja and contributes to achieving the goals outlined in Montenegro's National Energy and Climate Plan. Cleaner air, a healthier environment, and better heating are not only energy goals but also issues of health, dignity, and the future of our citizens. To prepare the investment project, grant funds of 2 to 2.5 million USD are planned, intended for feasibility studies, environmental impact assessments, project documentation, technical and financial analyses, and other activities necessary for quality project preparation. The project will create conditions for developing a sustainable heating system based on cleaner energy sources, reducing coal use in the heating sector, improving air quality, and enhancing citizens' quality of life, with support for households transitioning to cleaner and more energy-efficient heating methods. According to preliminary financial arrangements, the investment phase is planned with the financial support of the World Bank, with the possibility of additional grant funds through WBIF, which could amount to up to 30% of the total investment according to preliminary estimates.
