Statement from the Director of the Police Administration: Crisis situation resolved – suspect barricaded by police committed suicide

Today around 03:35 AM, officers from the Special Police Unit, Special Police Division, Regional Center for Security 'South', and Border Police Sector, using specialized equipment and the Army of Montenegro helicopter, located and isolated an active threat – the suspect, triple murderer Mihailo Nikolaevič Shabunin (30), a citizen of the Russian Federation, in the forest above the settlement of Topla in Herceg Novi. After the suspect was surrounded and found in a hopeless situation, he opened fire towards police officers and then committed suicide with a firearm. I thank all members of the Police Administration, leaders, and police officers for their unwavering dedication, professionalism, and sacrifice in resolving this crisis. I also extend my deepest and sincere condolences to the families of the victims. Officers of the Police Administration continue activities in cooperation with the Higher State Prosecutor's Office in Podgorica to determine all circumstances of this event, including its cause and motive, and to fully clarify the entire situation.
