New Guidelines to Strengthen Authorities' Planning of War Organization

The Civil Defense Agency now publishes two new guidelines to provide preparedness authorities with additional support in planning and organizing their activities before and during heightened alert. The guidelines are based on the requirements set out in regulations and general advice on the tasks of government agencies before and during heightened alert (MSBFS 2025:4). The first guideline concerns the war task list – a strategic document where the agency describes its main tasks, priorities, and ambition requirements for its war organization. The list provides an overview of what the agency's war organization should be able to achieve during heightened alert and serves as a basis for internal preparedness planning and cooperation with other organizations. The war work order complements or replaces the regular work order and ensures the specific needs for leadership, task distribution, decision-making authority, responsibility, and other forms necessary for the agency's war organization. In addition to these two guidelines now available on mcf.se, the Civil Defense Agency is developing more guidelines that will be published gradually during the spring.
