Call for Applications for Excellence Scholarships in Higher Education for the 2026/27 Academic Year

The Ministry of Education, Science and Innovation, pursuant to Article 117, paragraph 4 of the Higher Education Act (Official Gazette of Montenegro, Nos. 122/25, 59/26 and 114/26) and Article 4 of the Rulebook on Exercising the Right to an Excellence Scholarship in Higher Education (Official Gazette of Montenegro, No. 134/25), announces a call for applications for excellence scholarships in higher education for the 2026/2027 academic year. Students are eligible to apply if they: 1) hold Montenegrin citizenship and reside in Montenegro; 2) study at a higher education institution abroad ranked among the top 200 institutions in the latest published Shanghai Ranking Consultancy world university rankings; 3) have achieved the required average grade in the previous year of study or schooling; and 4) have submitted complete documentation and fulfilled the call’s requirements. If the number of applicants whose scholarships would exceed the available funds for this purpose (the budget of the Fund for Excellence in Higher Education) is too high, priority will be given to applicants studying at a higher education institution with a better position in the latest Shanghai Ranking Consultancy world university rankings. If the grading system of the foreign higher education institution differs from the grading system applied in Montenegro, the equivalence of the foreign average grade with the average grade under the Montenegrin grading system will be determined in accordance with Article 6 of the Rulebook. To ensure transparency, the Ministry will publish on its website a list of students who have applied for the scholarship, containing each student’s name and surname, the name of the foreign higher education institution attended, year of study, and average grade for the final year of secondary school or the previous year of study.
