Ministry of Finance continues European reform momentum: Two more negotiation chapters closed

This confirms once again its key role in implementing reforms that form the foundation of Montenegro's European integration. Within Chapter 29 – Customs Union, Montenegro has built a modern and fully EU-compliant customs system. The entire legislative framework in areas such as customs procedures, transit of goods, intellectual property rights protection at borders, cash controls, dual-use goods, precursors for drugs, and other customs responsibilities has been aligned. With the adoption of new laws and accompanying regulations, respecting European Commission recommendations, a modern system for controlling state aid has been established, ensuring more transparent management of public funds, fair market conditions, and greater legal security for businesses and investors. Institutional capacities for consistent application of European competition and state aid rules have also been strengthened. For citizens, these reforms mean more responsible public finance management, stronger institutions, and more effective protection of public interests. For the economy, they bring a more predictable business environment, fair competition, faster administrative procedures, increased legal security, and more favorable conditions for investments and development. These results further confirm that European integration is not just about meeting negotiation criteria but a process of deep reforms that improve institutional quality, modernize public administration, strengthen the financial system, and create a more competitive economy. The Ministry of Finance will continue to be a reliable partner in implementing reforms aimed at achieving the strategic goal – full membership of Montenegro in the European Union.
