Montenegro's Government Adopted Strategy to Improve the Quality of Life for Roma and Egyptians 2026–2030
In 2023, the government adopted a Strategy to improve the quality of life for Roma and Egyptians in Montenegro 2026–2030, along with an Action Plan for the period 2026–2027. The strategy represents a key framework for enhancing the position of Roma and Egyptians and aims to reduce social exclusion, poverty, and discrimination by strengthening institutional capacities and creating equal opportunities in education, employment, housing, health, and social protection. The vision of the Strategy is Montenegro as an inclusive society where Roma and Romani people, Egyptians, and Egyptian women are equal members of the community, with equal access to rights, services, and opportunities for personal and professional development. In 2023, it is planned to increase coverage through education, higher employment and economic activity, improve housing conditions, better access to health and social services, and a stronger fight against discrimination and anti-Roma sentiment. The year defines specific measures, activities, and responsible entities for their implementation, with regular monitoring of results and active participation of institutions, local governments, civil society, and representatives of the Roma and Egyptian communities.
