TAIEX Expert Mission on Cross-Border Transfer of Personal Data

On August 13, 2026, the National Center for Personal Data Protection (CNPDCP) organized the TAIEX expert mission titled "Cross-Border Transfer of Personal Data to Third Countries or International Organizations," aimed at strengthening institutional capacities in the field of international data transfers. The mission's goal was to deepen understanding of the implications and challenges related to cross-border transfers of personal data, with a focus on data protection, European legal framework application, and identifying mechanisms for lawful and secure transfers. The event brought together representatives from CNPDCP, the General Inspectorate of Police, and the Border Police General Inspectorate, providing a platform for dialogue, experience sharing, and best practices regarding the application of rules related to international data transfers. During the mission, aspects such as criteria for qualifying an operation as a data transfer, practical application of GDPR within the European Union, the role of data protection authorities, and challenges in implementing Chapter V of GDPR were addressed. Risks associated with cross-border transfers, data security measures, transfer standards and mechanisms, adequacy decisions, and other recognized instruments were analyzed, along with case studies and practical examples. European expert Mr. Matej Sironic, advisor on personal data protection at the Information Commissioner of Slovenia, participated and shared European experiences and best practices in the field of international data transfers.
