Montenegro and Kosovo remove digital borders: electronic identity and signatures will be mutually recognized

Minister of Public Administration Mr. Marash Dukaj and Minister of Digitalization and Public Administration of the Republic of Kosovo, Lulëzon Jagxhiu, signed today in Pristina a bilateral Agreement on mutual recognition of qualified electronic trust services and electronic identification schemes. By signing the document, the Ministry of Public Administration of Montenegro fulfills key obligations from the Reform Agenda for 2024-2027. Minister Dukaj sent a strong message about the importance of this process for the region's future: "By signing this agreement, Montenegro and Kosovo officially erase digital borders between our countries. Digitalization is our fastest bridge to the European Union." Jagxhiu assessed that the Agreement represents an important step in advancing Kosovo's digital transformation and strengthening bilateral relations with Montenegro. "Kosovo and Montenegro have very good friendly relations based on shared values, mutual respect, and common European aspirations. After today's ceremonial act, teams from both ministries will immediately begin the next phase, which involves establishing technical interoperability and full operational implementation of the system in the field."
