Improved Film Incentive System, Montenegro More Competitive for International Productions

At the proposal of the Ministry of Culture and Media, the Government of Montenegro adopted the Regulation on detailed criteria, procedures, and methods for exercising the right to reimbursement of part of the funds spent on the production of cinematographic works. This follows the adoption of amendments to the Law on Cinematography, and aims to build a modern, functional, and internationally competitive film system. Minister of Culture and Media Dr. Tamara Vujović stated this at the government session, presenting the document. She emphasized that the current incentive program has proven effective, especially in attracting foreign and international film productions. She also noted the need to further specify procedures to ensure greater legal security, transparency, and efficiency. The new regulation maintains the basic concept of incentive measures but introduces significant improvements, including clearer application procedures, detailed documentation requirements, enhanced commission operations, and mechanisms to prevent conflicts of interest. It also clarifies project implementation controls, proper use of funds, eligible costs, qualification tests, and deadlines, eliminating previous ambiguities and ensuring greater predictability for both domestic and foreign producers.
