Research on the Function of Human Resources Management in the Bodies of the Government of Montenegro

The Human Resources Department, in cooperation with the SIGMA program (Support for Improvement in Governance and Management), a joint initiative of the OECD and the European Union, is initiating research on the function of human resources management in the government bodies of Montenegro. The research aims to comprehensively understand how the human resources management function operates in practice, including its organization and capacities, implementation of key HR processes, the role of managers, the use of digital tools, and cooperation between government bodies and the Human Resources Department. Special importance is given to collecting experiences and opinions from employees directly involved in HR tasks, providing a more realistic insight into the system's functioning, existing challenges, and areas for further improvement. The survey will examine the organization of the function and available capacities, application of key HR processes, training and development, digitization and use of HRMIS, managers' participation in HR management, and cooperation with the Human Resources Department. Particular attention will be paid to questions of capacity for HR tasks, clarity of roles and responsibilities, workforce planning, recruitment and selection, performance management, professional training and development, career development, digitalization of HR processes, and the quality of support and coordination within the system. The survey will also cover areas identified by employees as priorities for modernizing HR management, including HR analytics, workforce planning, development of professional competencies, and ensuring the quality of human resources management.
