Government assignment: The Civil Defense Agency to prepare for the implementation of the CER directive

The government has tasked the Civil Defense Agency with preparing for the implementation of the EU directive on the resilience of critical entities, known as the CER directive. The directive aims to ensure that essential societal services can continue to operate even during serious disruptions, crises, and heightened alert. Risk assessments should cover all relevant risks, such as natural events, accidents, threats to public health, hostile threats, and hybrid threats. The directive is complemented by other EU regulations, such as NIS2, which focuses on cybersecurity. The Civil Defense Agency will now, in close dialogue with other relevant authorities, prepare to develop regulations in five key areas central to the directive's implementation: these components are vital building blocks of the directive, with the goal of ensuring that critical operators have the knowledge, structure, and capacity to maintain their services even under very difficult conditions. The assignment must be orally reported to the Government Offices no later than August 1, 2026.
