TAIEX Expert Mission: Effective Regulation of Monetary Sanctions. Establishing Penalties

On August 4, 2026, the National Center for Personal Data Protection (CNPDCP) organized a TAIEX expert mission titled "Effective Regulation of Monetary Sanctions." The event brought together experts from EU member states and CNPDCP representatives, aiming to support the national supervisory authority in preparing for the effective, coherent, and proportionate exercise of corrective measures and administrative monetary sanctions, in the context of implementing the new legal framework on personal data protection. The law 195/2024, which transposes Regulation (EU) 2016/679 (GDPR) and will enter into force on August 23, 2026, strengthens CNPDCP's institutional capacities for exercising new supervisory and sanctioning responsibilities. The main goal of the TAIEX expert mission was to facilitate the exchange of experience and best European practices regarding inspections, evidence management, violation assessment, corrective measures, and the setting of administrative monetary sanctions, ensuring they are effective, proportionate, and justified according to European standards. During working sessions, practical examples related to investigation organization, evidence evaluation, and sanction decision-making were presented, along with concrete scenarios that enabled experience sharing and the identification of applicable solutions for CNPDCP activities. CNPDCP reaffirms its commitment to continue cooperation with European and international partners to develop an efficient and coherent supervisory system that ensures the respect of fundamental rights and freedoms of individuals in the context of personal data processing.
