Operational Project 'Browing': Police Filed Criminal Complaint Against Ministry of Internal Affairs Official for Abuse of Official Position

Criminal investigation indicates suspicion that L.M., as an official of the Ministry of Internal Affairs, at the time employed in the Sub-Unit for Civil Status and Personal Documents in Podgorica, issued a firearm permit—pistol—to D.V., with the issuance date of 07.05.2021 by the Podgorica Sub-Unit, contrary to the Law on Weapons, thereby committing a criminal offense. The investigation also reveals that the individual was convicted for unauthorized production, possession, and trafficking of narcotics and sentenced to one year and three months in prison. As such, the person did not meet the general conditions for issuing a permit to acquire category B weapons for a natural person, as stipulated in paragraph 5 of Article 13 of the Law on Weapons, which requires that no other circumstances indicate that the weapon could be misused. Police officers from the Crime Prevention Sector are continuously conducting activities through the operational project 'Browing,' aimed at proving abuses by officials engaged in the receipt and issuance of permits, which allow individuals to unlawfully acquire and own firearms in violation of the Law on Weapons.
