Civil defense has been strengthened and a new method for warning the public is introduced

An immediate measure is the introduction of SE-Alert, a new way to send important messages to the public (VMA) to quickly warn and inform during serious events, says Mikael Frisell, Director General. The measures taken by preparedness authorities in 2025 have been broad, substantial, and contribute to the goal of civil defense – especially to secure vital societal functions. There has been positive development across all preparedness sectors, though some have advanced more than others, with differences in pace and ambition levels, explains Mikael Frisell. Actions in 2025 show that civil defense is moving from strengthening internal organizational preparedness within individual agencies to enhancing societal capacity. Authorities and other actors have, for example: SE-Alert is a reinforcement and complement to existing channels for broadcasting important messages to the public, which currently include radio, TV, SMS, outdoor warning systems (Hesa Fredrik), and the internet. It involves having an updated mobile phone and being prepared for a sharp warning alarm that will sound for 10 seconds, requiring the public to read the message and follow the provided information.
