Strengthening Financial Planning Capacities

Officials from the Ministry of Education, Science and Innovation participated in the training “Strengthening Capacities for Costing Strategic Documents and Action Plans,” organised במסגרת the EU project “Public Financial Management in Montenegro” (EU4PFM). The training aimed to strengthen knowledge and practical capacities for accurately estimating costs when developing and implementing strategic documents and action plans, as well as to improve their integration with the budget planning process. During the training, participants learned about the role and importance of costing in strategic planning, the general logic of cost estimation and the activity-based approach, as well as the application of standard unit costs to estimate the costs of strategic documents and action plans. Through practical exercises, participants had the opportunity to apply the knowledge acquired and exchange experiences in estimating the financial needs for implementing planned activities. The training also covered data sources and quality control for cost estimates, institutional roles, and the connection between costing and the budget process. The participation of Ministry officials in this training will contribute to improving the quality of strategic and financial planning, more efficient budget resource planning, and better alignment of planned policies and activities with available financial resources.
