Changes to the Visa Regime Applicable from 1 November 2026 – Service Information

Under this regulation, citizens of the Republic of Belarus, the People’s Republic of China, the Russian Federation, the Kingdom of Saudi Arabia and the Republic of Türkiye require a visa to enter Montenegro, except in cases provided for by applicable regulations. The changes to the visa regime are being implemented to align Montenegro’s visa policy with that of the European Union and to fulfil obligations in the EU accession process, including activities related to the closure of Negotiating Chapter 24 – Justice, Freedom and Security, in accordance with the obligations set out in the Reform Agenda. The consular fee for submitting a visa application at Montenegro’s diplomatic and consular missions is EUR 35, while applications submitted through VFS Global centres incur additional service and postal charges. Entry into Montenegro on the basis of a valid foreign visa or residence permit: Holders of valid foreign travel documents with a valid Schengen visa or a valid visa issued by Australia, Japan, Canada, New Zealand, Ireland, the United States or the United Kingdom may enter, transit through and stay in Montenegro for up to 30 days, or until the visa expires if its validity period is shorter than 30 days. Holders of valid foreign travel documents who have a residence permit in the Schengen area, Australia, Japan, Canada, New Zealand, Ireland, the United States or the United Kingdom may enter, transit through and stay in Montenegro for up to 30 days, or until the residence permit expires if its validity period is shorter than 30 days.
