Slovenia's Experience as Support for Improving the Financing of Montenegrin Municipalities
A three-day study visit to Slovenia by Montenegrin officials focused on stabilizing finances, increasing revenue predictability, and strengthening local self-government. Representatives from the Ministry of Finance, the Union of Municipalities of Montenegro, and six municipalities exchanged experiences with Slovenian institutions on solutions to improve local public finance systems. The delegation learned about Slovenia's approaches to municipal financing, the relationship between central and local authorities, mechanisms for financial equalization, and regional development support. Meetings with the Slovenian Ministry of Finance, Ljubljana City, and Bled Municipality provided insights into practical systems for funding, budgeting, project implementation, and managing public finances. Slovenian experience offers valuable knowledge for enhancing Montenegro's local finance system, especially in revenue stability, financial equalization, regional development, and capacity building. The study visit, part of the project 'Strengthening Public Finance Management in Montenegro,' was funded by Slovakia's Ministry of Finance and implemented jointly by Montenegro's Ministry of Finance and UNDP Montenegro.
