How to Prioritize When Resources Are Not Sufficient for Everyone

When the shortage of critical goods and services is so great that not all organizations' needs can be met simultaneously, they must be prioritized. The Civil Defense Agency has therefore, in collaboration with several actors, developed a guidance on how to make prioritizations during resource shortages, focusing on guiding prioritization principles and conscious decision-making.
